  10. a. Providing access to healthcare for indigent residents of the district in a cost-effective manner.

b. Making indigent residents aware of the services available.

  1. I do believe there is still a need for a Hospital Authority which levies ad valorem taxes to fund health care services.  The district has indigent residents in need of healthcare.  Without the access provided by the authority, those individuals general health deteriorates causing a greater burden to the public.
  2. I am not aware of hospitals or medical facilities in the county that do not receive funds from the taxing district but provide healthcare to indigent patients and who has sought funds to reimburse them for same.  My experience as a member of the WVHA Citizens Advisory Committee has given me knowledge of the health services provided throughout the district.  The Citizens Advisory Committee reviews applications and has made recommendations to the WVHA for reimbursement and indigent care services. 
  3. The WVHA Citizens Advisory Committee has an application process in which health care service providers are given the opportunity to submit applications in a timely fashion.  Those applications are reviewed, public interviews are held with the applicants and applications are graded upon their merit.  Cumulative scores are provided to the WVHA at a joint workshop to discuss the merits of each application.  Other taxing district dollars that are reimbursed by the authority are done so under statutory authority. 
  4. I had mentioned earlier of informing indigent residents of the services available by way of WVHA funds.  This is one of the aspects the WVHA I believe has not fully pursued.
