Retired Postmaster,   Experience: began employment with post office 1955 as substitute carrier; regular status 1958; promotion 1968 supervisor; promotion Supt.; 1973 transfer to Sanford Fl. as Officer in Charge; Promoted to Postmaster, Sanford 1973; Promoted  Winter Park Postmaster 1976; retired 1989.  During this time I served on different assignments to help increase our Service standards, reduce hours; checking routes. Many schools on customer services and dealing with customers, and negotiating Management/ Labor contracts.

 

I have served as a representative of the City: The  Volusia Growth Management Commission (4 years I believe); Wave; VCOG Committee; Council Member 1999-2004 vice-Mayor; sat out 1 year due to term limits, now in 3rd.year as Mayor.  Active volunteer  for DeBary Chamber of  commerce, worked planting Palm trees on 17-92, worked with opening of Gateway Park, Citizens for DeBary, Civic Association, and various other volunteer functions.

 

 There are five council seats. Each elected Member represents the entire City. Seat 5 is for the Mayor.

 

(a1)). We are currently working on the storm water flooding problem. That has been a problem from 1994, our beginning year as a City. We have instituted a storm water fee to complete this project and have acquired the right of ways and a number of properties which should reduce that this year, but it will not be completed .

 

(a2). The growth of the City dictates that we must complete the City Hall which now under construction. This will be a better working environment for employees and better Service to our Residents.  All City services will be located at one central location and residents may complete their  official transactions at  one location. 

 

 b. I am not happy. The direction from Council to City Manager. NO Increase in Ad Valorem Taxes.  We lost property tax revenue $384,000; State revenue funds $63,000; Sales Tax funding $42,000, communication service taxes $47,000; a total of $536,000 . DeBary has kept taxes low and needed no adjusting. Some Cities/Counties might have needed adjusting. I believe in home rule and that each City should be judged on its individual basis.   HOWEVER if this reduces charges to our Residents, I support the change.

 

11. I do support clean industrial growth which pays higher wages to employees and offers a good Tax base which will be best for our Residents. Not all growth is good, we must know if there are any drawbacks which might be detrimental for our climate or health. I am not looking for apartments, nor three story buildings. This City, including Planners as well as local residents declared that we wanted a friendly, cooperative City, where residents could go elsewhere to work and then return home to a quiet community.

 

12. I do not intend to vote for any increase in Ad Valorem taxation. We will review our wants versus needs, our contracts, costs for Parks and Recreation, Employee complement, donations to private or non-profit agencies, and sponsor for current City activities. The Council will review pay raises for our City employees.

This is not what we want to do, but our residents are suffering due to money problems, and something has to "GIVE".

 

 

13. We must pave Ft. Florida road extend water lines for their convenience and health, repave some other roads and extend sidewalks, Police and Fire services; fire hydrants; Animal Control ( our highest per.hr.item).
