10. The two issues of greatest importance to the WVHA are:

1a. Lack of transparency in the conduct of WVHA business.

1b. Organizational structure.

 

My response to (A1) and (A2) are: Establish a website where the public can easily find the time and location of meetings; the agenda for upcoming meetings and the minutes of preceding meetings. I would also urge the WVHA Board to make copies of the agenda and minutes available to the public at WVHA meetings. None of the above are currently available. The administration and disbursements of monies are currently quite opaque and there are, at least the appearance of, conflicts of interest in the administration of the taxing district.

 

My response to (2): I oppose the extent to which the state dictates/influences tax and revenue policy but it is not as simple as just transferring the state authority to the cities and counties because they (cities and counties) are not exempt from poor tax administration. Indeed, the time has come when the state should consider a state income tax and a drastic lowering of the property tax with more of the tax authority transferred to the counties but with a state requirement that the county provide certain baseline services.

 

11. There is a need for a taxing district at this time due to the construction and opening of clinics in DeLand and Deltona. For the long term there could be alternatives to the    district or, at the very least, a reduction in the level of taxation as the clinics take on more of the indigent healthcare burden.

 

12. There are a myriad of agencies that receive money from the authority, mostly based on the advice of the Community Advisory Board and some of the representatives on that advisory group have an interest in the agencies that are receiving money from the WVHA. As noted above, the administrative structure and the transparency of the activities of the WVHA need a good public airing.

 

13. As already noted, the processes for disbursements are not transparent and I have received conflicting accounts of board procedures from current and past members. It will be easier to make discoveries as a board member than as an outsider.

 

14. The issues that most concern me are outlined above. The lack of transparency makes all the activities of the WVHA suspect. In my capacity as a newspaper columnist I bring the additional leverage of being able to publicize my findings in ways not available to the other board members.

Pioneered the introduction of tabloid newspapers at the checkout counters of America’s supermarkets and directed major trade and public relations effort.1969 to 1974.

Supervised a staff of 6 people.  Developed a number of private label programs that exist to this day. Also developed the first unboarded panty hose, the forerunner of L’Eggs, increasing Kroger Brand hosiery sales by 860% in one year. 1960 to 1969
