10.       The economy is the first issue which must be addressed.  We must put America back to work.  We have to reduce operating costs for small businesses in this country so they can pay their workers a living wage and make a profit.  In order to do this we have to address the high cost of insurance. Health care insurance, liability insurance, and workers comp have all gotten out of hand.  We have to address inflation and look for ways to stimulate the economy. 

 

One way to address both issues would be by taking tax credits away from oil companies and giving tax credits and loan guarantees to ordinary citizens to purchase a hybrid or fuel cell vehicle.  This would benefit people driving inefficient vehicles because they are all they can afford, allowing them to purchase a hybrid vehicle and pay for the vehicle with the savings in fuel cost.  It would also stimulate the auto industry and protect those jobs.   

 

The war in Iraq is the next major issue we must face.  We have to leave Iraq for our sake and theirs.  No government can earn the respect of its people while it is being protected by foreign troops.  We have to begin a phased withdrawal right away, starting with the contractors who are sucking the life’s blood out of the country.  We have to allow the Iraqi people to take responsibility for the rebuilding of their own country.

 

11.   We have known of the threat to our national security that dependence on foreign oil has posed since the 70’s.  Instead of addressing that issue by developing alternative energy sources to supplement or replace petroleum altogether, Congress has allowed the oil companies to dictate our nation’s oil policy.  This is the direct effect of corporate interest money being showered on our congressional representatives by the oil companies.

 

Today, the oil companies already have access to 41 million acres in the Gulf of Mexico for drilling.  That area contains 79% of all of our offshore reserves.  They are only drilling in ¼ of that area.  The energy have to better utilize the area which they already have available before any additional areas are opened up to them.

 

Additionally, it would be at least 10 years before we see any oil from new offshore wells, which would have minimal impact on the cost of oil. We need to begin investing in our future – clean, renewable fuel sources.  We can start right now by substantially reducing our demand for petroleum.  Let’s take the tax credits away from oil companies and began offering tax credits and loan guarantees to ordinary citizens to purchase hybrid and fuel cell vehicles.  This would allow people to purchase a vehicle and pay for it using fuel savings.  We are also going to have to build new refineries in this country to get rid of the bottleneck which contributes to high gas prices.  There is going to be a transition period in switching from fossil fuels to renewable fuels and we cannot allow high gas prices to continue to threaten the future of our nation.

 

12. The lack of universal health care makes everything else in our economy riskier and more difficult.  How many would be entrepreneurs have been deterred, how many factories closed, how many jobs lost, how many sick people have died because of the cost and uncertainties associated with the American health care system.  We have to have an affordable single payer universal health care plan today.

 

One plan already purposed is H.R. 676, “Medicare for Everyone.”  It is an excellent bill and if allowed to vote on it I would.  However, the bill has been placed in 3 different committees of jurisdiction in an effort to prevent it from coming to the floor for a vote.  The bill essentially puts insurance companies out of business. It is doubtful that it will ever make it to the floor.

 

Our people need help today.  People are dying today because they can not afford to see a doctor in time.  We cannot wait another 20 years to get affordable health care.  I have listed the minimum requirements for any health care bill which I would support on my web site: www.malloyforcongress.com.  They include 5 principles: Universal Access, Community Rating, Patient Choice, Public-Private Competition, and Preservation of Tax Payer Funds.

 

12.  We must immediately begin the process of moving away from fossil fuels and shifting to clean renewable sources of energy.  Technology is currently available to start us on this path.  And, with continued development through both public and private funding, we should be able to replace fossil fuels as primary energy sources within the next 30 years. 

 

Through reduction of emissions, increased CAFE standards, increased production of plug-in hybrid vehicles and fuel cell vehicles, and the use of alternative fuels we can reduce our need for petroleum.  Coupled with an aggressive program to produce energy through clean renewable sources like solar and wind to provide electricity for our homes and businesses on both a localized and commercial scale, we will be able to replace fossil fuels.  We have to have incentive programs and loan guarantee programs for ordinary citizens and small businesses to allow them to defray the start up cost of these new technologies and allow them to pay for the systems using the savings from their energy bills.

 

13.  Broken government is an extremely important issue. America is moving in the wrong direction.  Our government is broken.  Decisions which should be made based on the common good are instead being made on how the affect campaign contributors.  All of the functions of government are distorted by these conflicts of interest.  Few of our political leaders will even acknowledge this problem, much less its scope.  We need representatives who place this problem at the top of their priorities.  Those Floridians who see broken government have a natural home in our campaign.
