10           a.  One of the issues that is of major concern to me is the fact that many

              of the residents of West Volusia are either underinsured or totally

              uninsured and, therefore, cannot afford necessary health care.  The

              residents of West Volusia are entitled to fair and equal treatment when

              it comes to health care regardless of whether or not they can afford

               insurance.

 

         West Volusia also needs to provide its citizens with access to wellness

         clinics and prevention programs regardless of insurance status.

         Without proper intervention, the community will, in the end, be

         responsible for payment of the resulting expenses.

 

                  The second issue that is of concern to me is the fact that there are

                    insufficient health care facilities available to meet the every day needs

                   and emerging situations of the residents of West Volusia.  For

                   instance, there are no public clinics in Deltona to which the public can

                   have access without going to a hospital emergency room, which are

                   often overcrowded with long waiting times.

b.     It is my position that the State Legislature is definitely entitled to dictate to local government there taxation and revenue policy as long as this policy is used for the public welfare in a fair and balanced manner.

 

 

11.    There is still, and always will be, a need for a Hospital Authority which levies ad valorem taxes on local health care services as long as there are insufficient funds for facilities to meet the needs of its citizens.  It is obvious that the taxes obtained from other sources have not been able to produce these very necessary avenues to met the ongoing and increasing need for immediate health care for the residents.

 

12.    Tax funds should be made available as the need dictates to provide for a public need.  Apparently sufficient funds are being given to those hospitals and medical facilities which allow them to provide health care to indigent patients.  When those funds are no longer sufficient to meet the need, tax money should be applied to take up the slack.

 

13.    The West Volusia Hospital Authority meet and, I believe, vote on suggestions given to them as to health care issues unresolved by the hospitals and clients in their area directly affecting patients on a personal basis.

 

They review the issues and decide how the matter should resolved on a respectful, dignified and professional manner.

 

To the best of my knowledge, there was a clinic opened in Pearson to address the overburdening of the local ER facility.  A clinic was also opened in Deland for care of indigent patients to replace the facility destroyed by a hurricane in 2007.

 

 

14.    One specific issue that was not addressed is the lack of communication

which would allow the residents of West Volusia to be made aware of the existence of locations and services which are provided by the Health Department and other clinics.
